2025 Annual Meeting Minutes
Eagle Lake Property Owners, Inc. (ELPOI)
July 11, 2025 Annual Meeting
The Annual Meeting was called to order at 10:03 a.m. by President Cole Hickland
Board Attendance: Cole Hickland President; Susan Clark Treasurer; Debra Meier, Secretary John Mulcahy Board Member, Dave Cerny Board Member, Bill Clifton Board Member

Absent: Chris Hyde, Vice President
Secretary Debra Meier confirmed in attendance was a quorum of ELPOI Members. There were 20 paid members in attendance.
All Board Members in attendance introduced themselves.
All new members introduced themselves and where they lived on the Lake.
2023-24 Annual Meeting Minutes were presented for approval by Cole Hickland, President.
Motion to approve the 2023-24 Minutes was made by Ann Stevens, 2nd Denise Molino All in Favor Motion Carried
Cole Hickland presented a revised Vision and Mission Statement. Cole pointed out that these statements are required when applying for Grants.
Motion to approve the revised Mission and Vision Statement made by Mark Royer and 2nd Sue Adams All in Favor Motion Carried.
Cole Hickland presented the ELPOI Officers and Board Members for 2025-2026
President Cole Hickland For a one year term
Vice-President Chris Hyde For a one year term
Treasurer Susan Clark For a one year term
Secretary Debbie Meier For a one year term
Board Member Dave Cerny For a three year term
Board Member John Mulcahy For a three year term
Board Member Bill Clifton Continuing in the second year of a 3 year term
Motion to approve the 2025-2026 Officers made by Sue Adams and 2nd by Debbie Mulchay all in favor. Motion carried.
Resolution: The following will hold positions for the 2025-2026 ELPOI year. President Cole Hickland, Vice-President Chris Hyde, Treasurer Susan Clark, Secretary Debra Meier and the following will start three year terms with the 2025-26 ELPOI year: Board Member Dave Cerny and Board Member John Mulcahy.
Cole shared with members the long list of 2024-25 accomplishments:
Corrected our name from Properties to Property Owners with Department of State
Consolidated bank account and invested in interest bearing accounts
New Website managed internally
New Facebook Page with blocks in place to prevent unwanted followers
Electronic Newsletter distributed several times a year
Radar Speed Signs installed
End of Summer Picnic attended by many
New Logo with variety of merchandise that can be ordered online via web site
Lake Management Plan
Plant Survey
Loon Lake Friendly Certification along with an annual Loon Count
Shared Google Files, Online Payment System, New Membership Forms, Updated Member tracking system
Revised Vision and Mission Statement
Treasurer’s Report-Susan Clark
Sue presented the Treasurers report which was made available via our Web Site link and in hard copies handed out at the meeting. Attached.
Sue spoke to our various bank accounts and the consolidation of some of those accounts. She also noted that Invasive Species monies raised or received are kept in separate accounts. The long-standing Savings Account in Crown Point that was strictly only to be used for the eradication of Milfoil has been closed. All funds in that account were used for the treatment of the Lake. In addition, there are now Savings Accounts where we will earn a little interest.
Rin Fraize praised Sue for getting our financial reports in order.
Motion was made to approve the Treasurer’s Report by Rin Fraize; seconded by Debbie Mulcahey. All in Favor. Motion Carried.
Sue presented the 2025-2026 Budget responding to questions from the members.
Motion was made to approve the 2025-2026 Budget 1st Rin Fraize; 2nd Carolyn Wickes All in Favor. Motion Carried
Secretary’s Report-Debra Meier
The Secretary had no correspondence to report. Debra spoke to our new Face Book Page encouraging members and family to join. She also reported that our new logo has brought a lot of excitement and can be found on various merchandise items. These items can be found on our new Web site via a direct link.
Milfoil Committee Report-Sue Clark
Sue proudly gave a report on the steps that were taken over the year to reach the point of treating the Lake on June 26, 2025. It was noted that there is a considerable very noticeable reduction in Milfoil. The bottom of the Lake is looking beautiful in some areas with natural growth coming back. Sue also shared our next steps with future treatments, options, grants and funds that will be needed to further clean up our lake and keep it clean. She thanked all that donated and recognized her committee.
Following Sue’s report. Cole Hickland, President presented Sue with a proclamation making June 26, 2025, Susan Clark Day. Cole spoke to the dedication and determination Sue had with this project and while many said or thought it could not be done Sue said yes it can, and it did!
Website and Newsletter Update-Joanne Conley
Joanne shared that the electronic newsletter has received great responses with many opening the link to read the newsletter.
Joanne also reported that Chris Hyde was instrumental in developing a new ELPOI Web Site. When he shared it with Joanne, she said this is great and I can make it “look pretty.” The web site is user friendly and has many links leading readers to information. The previous web site which had a lot of historical data can be still viewed via a link. There is a plan to move some of the data from the Old to the New.
Lake Fish Stocking-Zack Dorfman
Zack Dorfman informed the membership that he had been in contact with the Department of Environmental Conservation about stocking in Eagle Lake and reported that 4,110 brown trout had been stocked in April, ranging from 6-10” in length. He noted he had asked about stocking and additional brown trout left at the end of the stocking season but none were available.
CSLAP (Water Testing)-Debbie Mulchay
Debbie graciously accepted the leadership for conducting CSLAP testing. She along with Kim Clifton, Gary Clark and Cole Hickland were trained in the fall of 2024. Deb reported the testing results were good with no issues found.
Boat Launch-Cole Hickland
While we gave it our all including hiring an attorney who had expertise in this area, we were unsuccessful in keeping the Boat Launch Open
Volunteer Stewardship Agreement (VSA): Cole Hickland/Dave Cerny
Our multiple contacts in various forms continues to be unsuccessful to obtain a permit to remove Beaver Dams or move boards. We will continue to stay focused on this issue with the DEC.
Eagle Lake Loons- Joanne Conley
Joanne Conley reviewed the Annual Loon Census, a program sponsored by the Adirondack Council for Loon Preservation, to be held on Saturday, July 19, 2025. Observers will be on the lake from 8:00 - 9:00 am to count loons and report back to the Council as part of an Adirondack-wide effort to monitor the loon population.
Joanne also shared that Eagle Lake has officially been certified as a Loon-Friendly Lake by the Adirondack Loon Council. Certification requirements include lakeshore clean-up, participation in the annual census, urging responsible behavior when observing loons, and much more.
Loss of Lake Residents-Jack Mulcahy
Paul Burroughs and Jerry Paddock, both long-time Eagle Lake property owners, passed away. We send our condolences to their families.
2026 Annual Meeting-Cole Hickland
The Annual Meeting format and date was discussed. A suggestion was made to change the format to eliminate the picnic and in place have a coffee/breakfast treat social time starting at 9:00 AM with the Annual Meeting at 10:00 AM. It was also pointed out that we will have our 2nd Annual ELPOI picnic hosted by the Meier’s on August 30, 2025.
Motion was made by Zack Dorfmann to change the format of the Annual Meeting to a Coffee/Breakfast Treat social beginning at 9:00 AM followed by the Annual Meeting. The 2026 Annual Coffee Social and Meeting will be held on July 11, 2026.
Motion 2nd by Robn Royer and All in favor. Motion carried.
